You do NOT need a 3-4' deep pond to have Koi. We have many ponds that have healthy happy Koi that are 2 feet deep. As a matter of fact there are THOUSANDS of ponds across the USA that are 2 feet deep & have Koi in them. As far as depth once you go past 2 feet deep you are classified under the uniform building codes as a swimming pool (hey I dont make the rules) which require you to fence in the property or area of a swimming pool with specific fence & gate requirements.
